European eel populations have reduced significantly over the past 35 years. A number of anthropogenic factors are thought to be contributing to this decline, including commercial exploitation, habitat loss, dam and weir construction, hydropower, pumping stations and surface water abstractions. The European Union has adopted Council Regulation No 1100/2007/EC establishing measures for the recovery of the stock of European eel, subsequently transposed into UK law by The Eels (England and Wales) Regulations 2009. Amongst other things, this regulation stipulates the requirement for effective screening at diversion structures, including surface water abstractions, to prevent entrainment of all eel life stages
